Many businesses (restaurants) require men wear a dinner jacket. While some may reason that modesty is religious and therefore shouldn't be allowed... if it's based on etiquette it's ok?! Either way, they see modesty as fundamentally moral rather than 'religious' as supported by the fact that they don't require non-Jews to follow their religious practices yet their expectations of modesty are (as demonstrated by this story) applied universally.
