The two countries should bring a case before the World Court regarding the legality of the extraterritorial jurisdiction. It's the perfect kind of case, and whoever loses would have cover for complying, and an excuse to domestic audiences for doing so. Although on second thought I guess Russia wouldn't want to put its old-fashioned theory to the test.
