    I have been a Zionist for 50 years, and I urge President Obama to propose a peace plan with teeth. The American plan should be clearly based on the Geneva Accord, negotiated by leading Israelis and Palestinians only a few years ago, and it should include two additional and critical provisions. The plan should include the stationing of an international force on the Green Line and on the Lebanon/Israel border ? a force charged with enforcing the terms agreed to by the Israelis and the Palestinians -- a force which may only be withdrawn upon the request of both parties. In addition, the plan should require that the resulting states be states equally of all their citizens without regard to religion or ethnicity. If the Israelis and/or the Palestinians are recalcitrant, the U.S. should impose a series of penalties, each more severe than the preceding, culminating in a complete cessation of aid to and a complete embargo of Israel, the West Bank and Gaza. Proposing such a plan, insisting on its substantial acceptance and, finally, enforcing it is the only course of action that will preserve the parties as secure, just and democratic entities.
