There can be talks for the sake of talks because the core issues are deadlocked. Both Israel and the Palestinians know that they have to please the US and the EU with talks so they engage in the charade. In the end the Palestinians would go to the UN to try and get the territory through sanctions and boycotts. Failing that they will go back to terror. Israel, however, controls the territory not the Palestinians and not the UN. The situation on the ground won't change with paper resolutions.
