There is a model for a state that is the state of one particular group of its citizens. It is the model that was followed in South Africa before some changes became necessary due to international pressure. Those who believe that a country that calls itself a democracy can exclude a portion of its citizens, not to mention non-citizens whose land it intends to occupy permanently, can succeed in maintaining such a system in the long run should consider what happened to those in South Africa who had similar illusions.
