Ultimately the problem is of availability. Central Tel Aviv doesn't have much room. A lot of people want to live there. Thats it. Not everyone who want to live in central tel aviv can. Thats not to say that they can't have better rules about "fit-for living" apartments/. Fair tenant agreements, etc. They can. But they won't make prices in central Tela Aviv reasonable.
