Indeed, but where you go wrong is that you assume that UNTIL that agreement is reached then Israel is entitled to treat this city *as* *if* it was already hers. That assumption is wrong: it is an Israeli-occupied city, and Israel can not change that status WITHOUT that agreement with the Palestinians. An occupier is not a sovereign, Avi, and so an occupier is not entitled to act *as* *if* that territory belongs to it.
