Israel's legal position is monumentally weak, precisely because the "acquisition of territory by war" is illegal, and has been illegal since WW2 was fought - and won - over that very principle. The Israeli citizenry therefore can not vote on wether to keep the Golan Heights or East Jerusalem; it simply isn't their territory to "keep", and even a unanimous endorsement by them that "we have decided to keep it" can not change that fact, any more than a bunch of theives can "vote" to keep their stolen goods.
