"a Jewish state" and "an Arab state" were merely statements of democratic fact i.e. the UN was dividing the Mandate into two states, one of which had As Many Jews As As We Could Fit In Our Squiggly Lines while the other had As Few Jews As Possible. In no way was the UN attempting to define the nature of those states in perpetuity when it chose the phrases "a Jewish state" and "an Arab state" to describe those two proposed entities.
