Answer: the USA treated herself on her Independence Day, the USA wanted to laugh and feel good, bullies usually derive sick satisfaction from the suffering of others, especially from that of the weak, the defenseless like from the suffering of the president of a poor country, so I am happy and moved that the South-American states showed chivalry in their common solidarity for Bolivia in the spirit of Dumas' Three Musqetiers: "one for alll and all for one" in the face of the biggest bully of the Earth, the USA. - BRAVO South-American "knights", you've shown admirable uprighteousness and backbone.
