Why is a lot of preliminary work needed - the peace process has been going on for decades and the basic outlines of an agreement are understood - 67 lines with agreed swaps of equal value, East Jerusalem as the capital of Palestine, a limited right of return with most Palestinian refugees going to the new Palestinian state - probably with some req for compensation. NO Jordan Valley for Israel, NO demilitarised Bantustan for Palestine. NO more 'negotiations' designed to deny the Palestinian right to self determination within 67 borders.
