    Although alot of the funding for Arrow was American, it was a pay off to Israel to stop Shamir giving into public demand to intervene in Desert Storm when Saddam Hussain started firing missiles on Israel. Some missiles are also today made by Boeing so they can be paid for with military aid and provides allows more missiles to be built than Israel's limited production capabilities there was no American intervention in the program's development so I don't see what right the US would have to offer it to countries Israel has no diplomatic ties with? So far the US has vetoed the sale of Arrow to both India and Turkey because they funded it which gives them the right to veto sales so why i the US suddenly talking about Arrow being used to protect the arabs? As for Iron Dome, it was 100% built and funded by Israel so they have no say in that. The US bought for israel as a gift 2 batteries of Iron Dome batteries which were made in Israel not the US so I don't see that as giving them a right to offer Iron Dome to the arabs. If either of these systems are sold to the arabs then the profits must go to Israel and they must be controlled by people from the IDF to avoid the technology itself falling into arab hands.
