to the President - Congress has no say. Even if they pass a law over the president's veto, the president can just ignore them (GWB did this a LOT). The only thing congress can do at that point is impeach the president, but even if the republicans take the majority of the House it is unlikely they will have a majority of the Senate, so impeachment will fail, especially if the question is about Israel. While Israel has broad support (about 50% in the last poll) that support is very, very shallow and would evaporate if Israel is on the "wrong" side of US national security (which it currently is). Israel is overplaying its hand and seriously misreading America.
