    It is the right of the US and Russia o make that restriction and it is not debatable since they have the means to enforce it and on our planet might has always meant right independent of the ethics. The US and Russia need to state or restate what they will do to a new nuclear nation that appears. The citizens of Iran need to understand that clearly. A demonstration in a remote, uninhabited part of Iran would be a good start especially with Russi's prior knowledge.
