In my opinion, one of the biggest problems in the Israeli society is that about 60-70 percent of the orthodox Jews don't work at all, but are supported by the state. In essence, all they do is study the Thora. People who only live a spiritual live can be very painful for other people. Paul too was a tent maker in his 'second job'. As long as othodox jews are allowed not to make tents in the real live - and thus not really making a dent either - but are are subsidized by the rest of the society, the problem will persist. All attempts to curbe the excesses described in the article are merely treating symptoms, not the root cause.
