This is quite an accurate analysis. Israel's Gaza policy seems somehow designed (perhaps unintentionally) to help the most extremist elements. Gazans, in general, are highly industrious and pragmatic. Economic prosperity would go a long way toward creating a better situation but perhaps, as Gazans are prisoners to the siege, Israel's leadership are prisoners to their failed policy of collective punishment.
