When the offere was made, their national leadership could not accept the "idea" of a Jewish state, or a any kind of Jewish naional prescence in hier midst, or perhaps their ""big brotheres didn't. Jews were . . . and would have to remain so forever. They didn't, and they overcame the situation and became indipendent, leaving the Palestinian Arabs homeless by default. After sixty five years, finally there is a possilbility of a state, and somehwo they are still diddling,. Sorry guys, even the Kurds accepted the half loaf in Iraq, and they seem to be doing reasonably, and they are a real ethinic minority.
