A Rabbi does not decide if a person is Jewish. That person decides if he/she is Jewish. Rabbis do not represent God IF a person says he/she is Jewish, and has a knowledge of the religion and vows that it is his belief, thenm he/she is a Jew. What right does anybody else have to decide if he/she is a Jew? The question of whether a Jew can move to Israel simply because he/she says he/she is a Jew, is another question. I do not know that answer. I also know the rabbis do not know the answer also.
