The Oslo Accords state that final status agreements such as borders shall only be agreed upon in negotiations. If the Palestinians unilaterally declare a state, this will nullify the Oslo Accords. Negotiations are needed not for another Arab state, but for peace. Unfortunately Fatah (which controls the PA) is opposed to peace with Israel.
