If the Bedouin's have a legal right to be there, whether its title, a lease, custom, a licence and quasi-easment of use, they will be able to defend the law suit easily and perhaps counter claim successfully. If they don't they will and should be liable. Israel is an organized society. One cannot just go where one wants and put up housing. We are all pre-judging but the Israeli courts do have a record of upholding Arab and Bedouin rights in many cases. We shall see.
