Israel refuses to extend the cease fire to the West Bank. It has an advantage there. But then the terror groups fire Qassams from Gaza in retaliation, which Israel is unable to suppress. You would call it remarkable stupidity by Israel, unless it intentionally wants some low level fire to keep going (so it can have a nice reason for no peace talks). After all, what is the problem in agreeing to a cease fire in the West Bank too? If it is violated, then Israel can cancel the cease fire. What is being lost here? Since Israel has been refusing to conduct peace talks since 2001 (Sharon coming to power), one has to assume there is a method to this madness. It appears that Israel does not want to relinquish too much of the West Bank, and knows that no Palestinian will agree to such a deal, so better not to talk. Sharon wanted to keep much of the WB except for a large number of disconnected Bantustans (his term), while Olmert wants the "wall" as the border (plus perhaps the Jordan Valley). The price for this appetite is to live in a vegetative state.
