I hope that PM Netanyahu asserts his authority and presses ahead for the independent board of inquiry. It would be especially important in this context for the PM's judgment to substitute for his defense establishment - there is no independence otherwise. The military chain of command must be held accountable for any lapses of judgment or decision-making, and by the same token, can be exonerated if that is the finding. No one - except perpetrators of crimes - should be afraid of the findings.
