    Think about it: they KNOW that Obama will be forced to veto any such resolution. They also KNOW that doing so will leave US middle east diplomacy is tatters. Complete and utter, 100% trashed, tatters. So they are relying on the THREAT of taking this to the Security Council to galvanize Obama to grow a pair and tackle Netanyahu, rather than simply express "disappointment" at the intransigence of the Israelis. After all, if Obama wants to avoid this ever getting to the Security Council then he knows what the price will be i.e. Bibi's head on a platter.
