The Palestinian opening position for negotiations in direct talks was presented on paper to the Israeli delegate. On Netanyahu's instructions, the Israeli delegate refused to accept it. This Palestinian proposal contained concessions termed by the BBC to be generous, including approximately twice the amount of west bank land that they had previously agreed to swap, compensation to refugees for Right Of Return, and an offer to accept NATO troops in Jordan valley for Israeli security purposes. Conversely, Israel has made no offer during Direct Talks other than an offer to hold more talks. The strategy is clearly to talk forever and continue settlements ad infinitum, and in the end never conclude any agreement.
