    It is significant that the PA has not applied to the ICC. Could this have to do with the case which Mahmoud Dahlan is threatening to take to the court? Last July, a story broke in Yadi'ot Aharanot that Dahlan had sued the PA leadership at the ICC for corruption, crimes against humanity, and repression. I doubt that he actually went that far, and certainly no major news outlet has reported the case. But it seems fairly certain that Dahlan did serve a notice of intention to the PA. Once the PA is a signatory member, it would be subject to the court's rules. The PA will be able to fight back since Dahlan is not exactly as pure as the driven snow, but still it won't be able to avoid coming under close and potentially damaging scrutiny.
