The NPT was put forward by the five nuclear powers and was meant to be a measure to keep other nations from developing nukes. It didn't work. Now that North Korea, India, Pakistan, and Israel all have nukes and are all outside the NPT umbrella, there is no reason for the NPT to exist. There is no penalty for not signing. There is no penalty for dropping out. Israelis are obsessed with bolstering their arguments by antiquated and outdated documentation. The NPT is one example. Other that I have seen Israelis use (seriously!) are the Balfour letter and the League of Nations Charter! NOTE TO ISRAEL: When you appear so desperate, it looks as if you have no case.
