In the late 1980's I traveled on behalf of the govt to the former USSR to evaluate the so called 'Refusniks' who appeared to have a rather high stnd of living. A short time later the situation changed dramatically and those who wished to leave were allowed. I inquired a year or so later about the 'refusniks' who had been living off the IL gov't for a number of yrs. They made aliya to Europe, the US, South America everywhere but Israel.
