The Partition Plan did not define the fundamental nature of those two successor states to the Mandate, David. That is presumption beyond measure. All that Res 181 did when it talked about "independent Arab and Jewish States" is to acknowledge a simple demographic fact: the Mandate territory was inhabited by two distinct poplns - one Jewish, and the other Arabic - and the only solution was to separate those two poplns into two independent states. Doing *that* did not mean that one state belonged to "the Jewish people", merely that one of those states would contain as many of "the Jewish popln of Palestine" as could be crammed into it.
