I'll grant it's almost pure speculation, but this suggests Nozette made overtures to the Israelis. Two possibilities then come to mind. Either (a), the Israelis, trying to regain America's trust, told the FBI about Nozette's overture, or (b) the FBI noticed Nozette's overture independently. It'd be comic if Israel discovered the FBI had an agent inside their American intelligence network and got upset. 'You can't spy on us spying on you!'
