    meaning that it does present a long term threat.israel is faced with a plethora of difficult challenges that often put us in even more difficult moral dilemnas.the status quo with the bedouin is a time bomb. the choices aren't easy. organizing the people into proper cities (as was done with rahat) offers the advantages of water,electric and proper housing. the alternative is what has been going on for decades -squalor and disporportionate crime rate. where is the morality in that?
