The Palestinian situation is clearly covered by the Geneva conventions. The occupation has to end, and until it does, Israel has responsibility for the well being of the population, and cannot change the demography of the occupied territory. This has not happened simply because the US has kept the occupation from being adjudicated. These rights exist because the Palestinian's exist.They don't have to do anything specific to be covered. Any negotiations can only reduce these rights, and delay their adjudication. Until now, this is exactly what has happened. By strengthening their presence in international organizations, they increase the likelihood that their case will be adjudicated. Sham negotiations are the wrong track.
