    When Italy changed from constituency to list elections, Berlusconi could, as does every party head in Israel, demand compliance from parliamentary members , on penalty of being summarily dropped from the list. Hence , every member is 'responsible' to the party boss, and not to the voters. Until that is changed, Israel won't even be like America, with all its faults. It can only dream of being a parliamentary democracy like Britain, Canada and Australia. Imitation is the worst form of foolishness. What Israel has done is choose the worst of all the options.
