    First,according to proof provided by Peace Now, though settlement activity did slow during the 2009-2010 freeze, it was still going on by netanyahu's employment of loopholes: 1. Construction already begun before November 2009 could continue (3000units) 2. specific exceptions were allowed for the constrution of 492 more units. 3. more than 100 units in the settlement of Beitar Ilit were permitted for security reasons. Second, it is nonsense and defies reason to see Israel's demand for no "preconditions" when they are furiously laying down preconditions by their settlement activity and taking more and more land that all parties except Israel understand to be designated for the Palestinian state. Increased settlement, ongoing activity is the greatest "precondition" one can think of. Again, a glaring example of Israel's duplicity betraying their true intentions which is to prevent a two state solution.
