The West Bank was conquered in the 1948 war by the Jordanians and the Palestinians never had a country of their own. Therefore, under international law, the West Bank is considered "territory under dispute" rather than "occupied territory". The fate of the settlements is a subject for negotiations and by no means should be considered a breach of international law.
