"Israel does not appear to have conducted a general review of doctrine regarding military targets" That's why they fire on anything. They don't feel any regret after killing civillians. They found a sick & weak argument; "human shields" and they believe they can justify any violence. While Israel is blaming Hamas as a terrorist organization by targetting civillians, practically, they are doing the same. Then the world, eventually, thinks: "What is the difference between Hamas and IDF?"
