The Israeli intelligence services were never as perfect as believed (witness the Lavon affair). They have, however, become quite unreliable in the last few decades. There is more concern with playing politics than in producing competent product in a timely fashion and presenting it to Israel's government. The failures have been so pervasive that one can only imagine what they may have managed to hide.
