What a short memory you have. The ONLY thing that stopped the Intifada- cold, was when we finally went on the offensive in April 2002. Until then, there were daily attacks. After that, the immediate effect was an 80% drop in terror that only continued to drop. Terrorists couldn't plan and execute attacks if they were trying to run for their lives and could find no safe haven. That is the answer- the only one; vigilance. Barak tried to capitulate. It brought war and the more he tried, the worse it got. Of course, since Harel was never a combat soldier, all he saw was what he wanted to see. Not much has changed from his end. Luckily, the nation did see the reality and disagrees.
