It looks like you're stuck with the Israeli High Court of Justice unless you can get the UN Security Council to expand the ICC's jurisdiction to cover states which have never given their plenary consent to be bound by that court's rulings or set up a special tribunal to handle cases arising from the Israeli-Palestinian Conflict without the consent of either party, but I don't see how such a tribunal could gather evidence, arrest the accused, or enforce its rulings sitting way over there at the Hague with no army in the Levant to back it up.
