Of course after 30 years Israel has a pretty good idea of what a settlement should look like. But what no-one knows is who will Israel be talking to? The Mecca agreement makes everything as clear as muddy oil. Israel can only talk to an entity that has real power and legitimacy, otherwise what is any agreement worth? And a good start is some guarantees for past agreements. Without that, who is to say whether any new agreement will similarly be dismissed as not in the Palestinian interest (sic Hamas)
