    "Agreed, just solution to the problem of Palestinian refugees" if translated right, is very specifically chosen and hinting language. "Agreed" obviously communicates the solution would be something Israel too would agree to i.e. all refugees would not return to Israel. By not calling for full return but instead for a "just and agreed solution" the Arab world (including lead negotiator Abbas) are open to other solutions. Also, Israel's chances of securing land swaps as part of a full deal is good. If negotiating for real with Abbas and Arab states, Israel could insist on a deal that includes equitable changes to 67 borders, a fair alternative to literal return of Palestinian and Jewish refugees, formal recognition, and disarming of terrorists as step one of the deal... that would leave the Palestinians with a concrete, specific alternative life to occupation, and one that protected Israel's security. It is worth trying.
