the video showed the man had freedom of movement. He chose to steal and shoot, with the possibility/intent of killing the security officer. He made the choice to commit an illegal dangerous criminal act. And now sadly, he has paid the price. If he had been allowed to get away with the gun, who can tell how many innocent persons he may have killed. Whatever gave him the incentive to commit the crime? As for the Jerusalem District Police commander stating bystanders were able to hide from the bullets - according to the video, some bystanders seemed to be unaware of the event unfolding, fortunately they were physically able to run. The narrow street/alley did not seem to provide much protection.
