It is very simple. Aid to Hamas has a price: Hamas must stop using terrorism against innocent Israeli civilians, stop peddling its delusions of the genocidal slaughter of Israelis, and start playing a constructive role that brings the Israeli-Palestinian conflict to a negotiated end. Even some Arabs think Palestinian delusions have become a liability. They are growing tired of the Palestinian black hole and wish the Pals would work it out with Israel already, and stop asking for handouts. Hamas refuses to do any of these things, of course, preferring to continue to force-feed the Palestinians yet more ravings, conspiracy theories, hatred and the insane delusion that Israel could somehow be destroyed by qassams or by terrorism. Day after day, Hamas has made the same choice. It prefers pipe dreams over realism and terrorism over international aid. It prefers dysfunctional pipe dreams of victory vs. building a functioning state. And the Pals are paying for Hamas' lousy choices.
