Just pay them what the property was worth, plus some pain and suffering for the move. They are not entitled to more. What they had was already mostly a gift, so why pay twice? The state is not required to build them new communities. They can organize themselves in small groups and move to existing or newly built neighborhoods together. Any excessive payment now will make the expense of moving future settlers (from the West Bank, about 10 times as many), prohibitive.
