Intelligence or not... the Chinese have their own economic agenda. First of all, sanctions alone will not deliver a nuclear free Iran. But economic isolation... just might do the job. Economic transaction is the Chinese life-blood... and it's unrealistic to expect China to go against their own self-interests. The best that can be hoped for... is a sanctions abstention vote. From a strategic point of view, China actually benefits from the Iranian stance. In a bizarre way... this puts a check on US and European economic dominance. But the question remains... how long can China live with the emergence of the Iranian ballistic missile technology. That... I suspect the Chinese must answer, sooner or later.
