    There was a war & like most wars it left some people refugees. In 1949 UNRWA was created to deal with palestinian refugees and responsible for rehousing them. It is the only body responsible for dealing with a single refugee group in the world, all other refugee problems are dealt with by the UN High Commissioner for Refugees ( UNHCR ) The UNHCR tries to find new homes elsewhere for refugees and does not recognize the decendents of refugees as refugees in their own right & it does not have a right of return policy its finds homes for people. UNRWA says refugee status can be inherited, it does not attempt to find new homes for the refugees it kept them in camps for the past 61 years and calls for right of return. When attempts ate made to rehouse them from the camps UNRWA fights it. In comparison to size & duties UNRWA has a bigger budget than the UNHCR gets for the rest of the worlds refugees combined. Without UINRWA the original 600,000 refugees would have been rehoused by the 50s
