The Palestinians could have already had a state for 10 years. Arafat walked away. Abbas refuses to negotiate. So, they have no state and they have no control over most of the West Bank or the Jordan river crossings. They don't have a unified government. That is the reality of the matter. Quite simply, they don't meet the basic requirements for a state and they will continue to not to meet those requirements until they sign a peace treaty with Israel.
