The resolution doesn't seek to pre-determine the fate of those settlements. It says only what it says i.e. settlements are both illegal and an obstacle to peace, and THEREFORE all settlement construction should cease until the parties decide what is to be done about them. Nothing in that gives any support to the American claim that it must - simply must - veto that resolution in order to preserve the ideal of a "negotiated peace".
