Obama knows perfectly well that Netanyahu is a liar and a phony, and the only reason he went to Washington DC was to stir up AIPAC against him and then pretend afterwords that relations were back to normal. Netanyahu wants his cake and to eat it too - he wants to pretend that Israel can continue making all these new settlements in E Jerusalem while maintaining warm relations the USA. But it's not going to happen, and any snub towards Netanyahu was just as intentional as Netanyahu's snub towards VP Biden.
