Your "we the world" shallow point aside, a capital is where a state designated it to be and has its government offices in. Foreign states don't get to pick the capitals of others. A counter example would be North Korea, which has no relations with most of the world at all, yet it's capital is Pyongyang. Sorry, but you don't get to dictate the laws and affairs of other countries. It may be hard to swallow, but that's the reality.
