It is also important to view the rise of Hizb Uut-Tahrir with an understanding of the larger group, Hib Ut-Tahrir al-Islami, AND of the old Leninist model, essentially as a cadre-based, maximalist organization with open ends to the masses capable of leading "all forms of struggle." Whether any one of its official affiliates is currently violent is almost besides the point. Organizations that are essentially Leninist will tend to (a) avoid ?premature concentration? i.e., not affiliate themselves as organizations with violence too early in the game(though they may sacrifice individual members as trial balloons) to avoid being smashed, preferring instead to work in arenas of "contradiction" and recruit cadres and (b) keep dealings that they are aware can invite repression upon them as organizations as secret and and contained as possible.
